System Administrator

SUMMARY

Reporting directly to the director of IT and working in a French-speaking environment, the systems administrator plays a crucial role in ensuring the performance, security, and reliability of the City’s IT infrastructure. The incumbent manages all servers, both physical and virtual, as well as the various software and technologies for which heis responsible; ensures that all systems are operational, efficient and secure; installs, configures, administers and monitors the City’s IT assets, including maintaining and upgrading cloud infrastructure; and manages level-2 and -3 incidents, optimizes operating systems, performs updates, backs up data, and mitigates vulnerabilities.

This position also plays a key role in the automation strategy aimed at improving the efficiency of IT operations. The incumbent works closely with the security team to integrate best practices and actively helps with cloud migration. This position requires a high degree of autonomy, a spirit of cooperation, and in-depth technical expertise. The successful candidate must be able to formulate and execute complex technological strategies, identify and solve complex problems, offer high-level technical assistance, and keep technical documentation up to date. His or her contribution is essential to the ongoing innovation and optimization of the municipality’s IT infrastructure to meet the evolving needs of the City and its many departments.

DUTIES AND RESPONSIBILITIES

•    Manage, deploy, configure, and maintain servers in virtualized and traditional environments, ensuring operational capability and performance
•    Develop and implement strategies for high system availability, including backup and recovery, failover, load balancing, and redundancy
•    Help with the migration of servers and services to cloud computing, ensuring the security, reliability, and efficiency of IT services
•    Provide advanced administration and support for the Active Directory infrastructure, including account management and network authentication
•    Continuously evaluate systems to identify improvements, and develop specifications and determine budgetary requirements for hardware and software acquisition
•    Plan, execute, and document complex projects, acting as project manager
•    Provide technical leadership to solve complex problems and mentor junior IT staff
•    Recommend, design, test, deploy, and manage all group policies for workstations and servers
•    Manage the capacity and performance of enterprise applications, storage, and equipment, in anticipation of growth
•    Innovate by creating complex scripts and in-house tools to support system monitoring, diagnostics, problem correction, software and patch deployment, and automation of routine tasks
•    Supervise and develop the skills of support analysts, and train IT staff in new technologies
•    Manage telecommunications and videoconferencing systems, as well as audiovisual components
•    Ensure compliance of client accounts, permissions, and storage allocations, keeping security and privacy best practices in mind
•    Ensure maintenance programs for network hardware, servers, storage, and enterprise applications
•    Adhere to change management procedures for system implementations and modifications
•    Develop and revise procedures, keep technical documentation up to date, and provide implementation support for infrastructure solutions
•    Participate actively in backup testing, technology watch, and continuous improvement of the IT infrastructure
•    Respond to system emergencies outside normal working hours
•    Handle light weights of around 50 lbs

MINIMUM REQUIREMENTS

Education and experience

•    University degree or college diploma in computer science, information systems or another related field
•    Five to 10 years of direct experience in a complex network system environment supporting over 100 users and multiple sites
•    An equivalent combination of education and experience may be considered.

Driver’s licence

•    A valid class 5 New Brunswick driver’s license

Knowledge

•    Expert knowledge of Microsoft Windows Server administration, patch management and optimization, including Active Directory and Group Policy Object design and implementation
•    Expertise in the administration of virtualization solutions, including VMWare (vSphere, vCenter, vCloud), Hyper-V, and KVM
•    Mastery of storage technologies, including SAN, NFS, and Samba, as well as centralized storage systems
•    In-depth technical skills with Microsoft platforms, such as Exchange, IIS, SQL Server, SharePoint, Office 365, and Azure, including Entra ID
•    Experience in backup and recovery management, with specific knowledge of Veeam Backup
•    Experience with Terminal solutions (RDP)
•    Working knowledge of Linux servers
•    Working knowledge of scripting languages such as PowerShell, Bash, PowerCLI, and Python
•    Working knowledge of the Microsoft Office suite of applications
•    Good understanding of IT security and governance practices
•    Security qualification, such as CISSP (asset)
•    General knowledge of MS SQL and Oracle database management (asset)
•    Experience in supporting enterprise resource planning (ERP) applications such as MS Dynamics GP (asset)

WORK SCHEDULE

•    Thirty-five (35) hours per week (must be available outside of regular business hours when needed)
•    On call, on rotation, evenings and weekends; and work outside office hours for planned changeovers and incident resolution

SALARY    
•    Based on the current salary scale
•    The incumbent also receives vacation, benefits (paid by the employer) and a pension plan (employer/employee contribution)
