Senior Manager, Technical Services

 

SUMMARY

Reporting to the director of operations, the incumbent is responsible for planning, organizing and implementing the management of various municipal operations in technical areas such as special projects, water and sewer systems, buildings and the municipal fleet, and coordinating the team of civil engineering technologists. Adopting a management-, collaboration- and team-oriented approach, he/she manages the human, financial and material resources assigned to him/her, and plays a crucial role in establishing safe work methods and procedures, while ensuring compliance with occupational health and safety (OHS) legislation.

DUTIES AND RESPONSIBILITIES

1.    Management, planning and organization
•    Work with the director of operations to define directions and objectives for the areas of activities under his/her responsibility
•    Collaborate with teams in the areas of activity for which he/she is responsible, including the water and sewer systems superintendent, building specialists, municipal fleet personnel and civil engineering technologists, to ensure smooth operations
•    Ensure collaboration between team members and all operations centre staff
•    Work closely with the management team of the operations department and/or other municipal departments to carry out projects and service contracts for all activities under his/her responsibility
•    Plan, organize and oversee the implementation of initiatives in areas under his/her responsibility, based on operational needs and priorities
•    Follow up on complaints and service requests in areas under his/her responsibility and take corrective action as necessary
•    Advise on, and participate in, the development of guiding principles, and oversee the implementation, application and updating of policies, procedures and regulations
•    Help prepare the sections of the annual report, the budget and any objectives for which he/she is responsible
•    Work with his/her teams to develop best practices, methods and procedures, taking regulations and standards into account
•    Innovate, develop, organize and manage programs, evaluate their performance to ensure optimization, and make recommendations to the director to meet the needs of the community
•    Manage complex information requests and user complaints, and take corrective action where necessary
•    Ensure the implementation of initiatives related to the municipal fleet
•    Measure performance in the areas for which he/she is responsible
•    Sit on various committees and/or participate in meetings where his/her presence is required as a municipal representative
•    Draft memorandums, reports and other administrative documents
•    Participate and/or replace senior management at council meetings as needed
•    Carry out other tasks related to the position to ensure the smooth running of operations

2.     Financial resources
•    Prepare operating and capital budget forecasts for the areas under his/her responsibility
•    Monitor maintenance and operating costs, and recommend corrections and improvements to ensure optimization
•    Prepare production reports to evaluate the performance of processes
•    Prepare grant and subsidy applications and calls for tender

3.    Human resources and labour relations
•    Manage the human resources in areas under his/her responsibility, taking care to comply with municipal policies, regulations and administrative procedures and the collective agreement in effect, including such activities as supervision, motivation and involvement, communication, performance appraisals, training and timekeeping
•    Develop and oversee the work plans of staff working in different areas
•    Work with HR to staff positions in areas under his/her area responsibility, including onboarding of new employees
•    Identify his/her team’s training and professional development needs
•    Advise and support staff to ensure a healthy work environment
•    Promote teamwork and harmony by fostering a positive attitude

4.    Occupational health and safety (OHS)
•    Communicate and ensure staff compliance with OHS regulations
•    Help establish safe work methods and procedures
•    Facilitate a safe work environment by enforcing preventive measures and ensuring the safety of people and places
•    Establish and support safety processes and procedures
•    Keep management informed of risk factors and accidents, and participate in accident investigations
•    Participate, as required, in OHS committee meetings in his/her areas of responsibility

MINIMUM REQUIREMENTS

Education
•    College or university diploma in administration, civil engineering, municipal engineering or a related field

Driver’s licence
•    Class-5

Experience
•    Five (5) years’ proven experience in financial and human resources management, preferably in multidisciplinary areas, with a focus on leading diverse teams and managing budgets effectively
•    Three (3) years’ experience in management, municipal infrastructure construction, utility operations or a similar field, with a focus on the ability to understand and oversee technical projects (asset)
•    Experience supervising staff in a unionized environment, with a focus on labour relations management and negotiation skills (definite asset)

Knowledge
•    Excellent command of spoken and written French and English
•    Extensive knowledge of strategic planning and project management principles
•    Extensive knowledge of financial and human resources management principles
•    Extensive knowledge of OHS practices, prevention and applicable legislation
•    Extensive knowledge of Microsoft Office (Word, Excel, Outlook, etc.)
•    Extensive knowledge of the Standard Municipal Specifications document
•    Sound knowledge of the municipality’s water distribution system operation and maintenance manual

•    Positive attitude with respect to the City’s interests and those of the community at large
•    Punctuality and regular attendance
•    Physical ability to do the work assigned to him/her
•    Good past record of job performance
•    Respect for the City of Dieppe’s confidentiality rules and organizational values

WORK SCHEDULE
•    Thirty-five (35) hours a week

SALARY
•    Based on the current salary scale
•    The incumbent also receives vacation time, benefits (paid by the employer) and a pension plan (employer/employee contribution)
