Business Partner, Human Resources

SUMMARY

Reporting to the labour relations manager, the incumbent plays a key role in developing and implementing human resources strategies; assists managers in interpreting and applying human resources policies and programs, collective agreements and labour laws; plays a key role in labour relations, compensation and benefits, and employee engagement and recognition; and assists with recruitment and staffing.

DUTIES AND RESPONSIBILITIES

Labour relations
•    Help review and develop human resources management strategies, programs, policies and procedures
•    Support and advise managers in the interpretation and application of human resources policies and programs, collective agreements and labour laws
•    Manage the staff performance appraisal program and related tools
•    Support managers in managing probationary periods and with the performance appraisal process to enable them to identify opportunities for staff development
•    Support the labour relations manager in interpreting and applying collective agreements, and managing grievances, complaints and disciplinary matters
•    Coordinate the offboarding process, including exit interviews

Compensation and benefits
•    Conduct market research on salaries by job category
•    Contribute to job evaluation processes, including the development of job descriptions
•    Answer staff questions about benefits and follow up with providers
•    Update and monitor personnel files (leave and departures)
•    Participate in the municipality’s benefit development initiatives
•    Represent human resources at pension committee meetings

Engagement and recognition
•    Research, analyze, recommend and implement recognition programs and initiatives tailored to employee needs and the organization’s values
•    Develop and coordinate staff events to recognize employee contributions
•    Participate in internal communications initiatives aimed at fostering engagement
•    Represent human resources on the social committee, coordinate committee activities, and track and manage the committee’s budget
•    Collaborate with various teams to incorporate engagement and recognition into all human resources processes

Recruitment and staffing
•    Help with staff recruitment and selection as required
•    Participate in job fairs and other recruitment events as required

General
•    Draft and present various documents, reports and recommendations related to human resources practices
•    Track human resources trends to innovate and refine organizational practices
•    Perform additional tasks to ensure seamless operations

MINIMUM REQUIREMENTS

Education
•    University degree in human resources, business administration or a related field
•    Certified Human Resources Professional (CHRP) designation (asset)

Experience
•    One (1) to three (3) years’ experience in human resources
•    Experience in a municipal setting (asset)
•    Experience in a unionized work environment (asset)

Knowledge
•    Excellent spoken and written French and English
•    Proficiency in Microsoft Office suite tools
•    Knowledge of specialized human resources software
•    Good knowledge of provincial legislation, employment standards, and human resources policies and procedures

WORK SCHEDULE
•    Thirty-five (35) hours a week

SALARY
•    Based on current salary scale
•    The incumbent also receives vacation time, benefits (paid by the employer) and a pension plan (employer/staff contribution).
